Many years of work and negotiations by F.S. with Wolverhampton Borough Council and the National Smallbore Rifle Association, (NSRA based at Bisley Camp, Surrey), eventually led to the building of the NSRA's National Indoor Shooting Centre , catering for 10 Metre Match Airgun and Match Crossbow shooting. The NISC is built adjacent to the Frank Spittle Range at the Aldersley Leisure Village, Wolverhampton.

Frank's name is added to the Honours Board and entered into the H.o.F. Register

For personal achievements in the sport of rifle shooting, and for a lifetime of dedication in the organizing and promotion of many shooting disciplines, Frank is formally recognised by his home City of Wolverhampton.
